The guidebook for practitioners in the field of public procurement is the result of the work of a group of experts, but also the result of the debates generated by the 15 seminars conducted throughout 18 months in a European project entitled “Fighting fraud in public procurement – an operational approach”. The seminars involved teamwork in groups consisting of judges specialised in litigations and criminal law, prosecutors and judicial police officers, and tackled topics such as public procurement fraud, conflict of interests or irregularities in procurement procedures. The discussions were practical and included presentations of new crime investigation methods and examples of court practice in such cases. The material contains contributions – mostly pro bono – by experts in procurement, judges, prosecutors, judicial police officers, high rank civil servants.

The guide developed in partnership with Learn Forward and will be developed further under “Law, economy, competition and administration” European project.
